Changes to services

​​​​​​​​​​​​​​​​​​​​​​In light of Government and Public Health advice on Coronavirus (COVID-19) Cardiff Council is introducing changes to its services to keep members of the public as safe as possible. 

Focus will be on ensuring the continued delivery of essential services and the services our most vulnerable citizens rely on. 

You may experience delays in accessing certain services at this time.


The self-isolation support scheme is designed to help working people on a low income who cannot work from home and will lose earnings when told to self-isolate by the NHS Wales Test,Trace, Protect service (TTP).

Free school meals

For children eligible for free school meals, the e-voucher and parent pay systems will continue to be in place until catering provision is brought back into operation at each school. ​

Most recycling and waste services have returned to normal.

There may still be some disruptions to services due to COVID-19. If we are aware of city wide disruptions to recycling and waste collections we will aim to keep you updated online. 

If we are unable to carry out collections we may advise you to put your bins out another day. You can check if your recycling and waste collection has been rescheduled​​ online.​

If you are having difficulty paying your council tax due to being on a low or reduced income you may be entitled to Council Tax Reduction. Find out more and apply for a reduction.

If you already receive Council Tax Reduction you can notify us of any changes in your circumstances.

Play areas


Parks and playgrounds ​are open.​

Outdoor sports courts, outdoor gyms, Multi use Games areas (MUGAs) and skate parks are open.


Parc Cefn Onn​

The car park at Parc Cefn Onn is open to all users.

Cardiff Bay Barrage​​

Cardiff Bay Barrage car park is open.

Navigation of Cardiff Bay waters is permitted​.


Roath Park Lake

A temporary one-way system for pedestrians around Roath Park Lake is in place seven days a week until further notice.
 
Two-way traffic will be maintained on Wild Gardens, Lake Road East and Lake Road West, between the Wild Gardens and the promenade. All visitor parking will be removed, nearest to the lake, which will provide additional space for cyclists and joggers.

Blackweir Bridge

Blackweir Bridge across the Taff is open to the public.

Cardiff Council Public Rights of Way network remains open for the public to use. This will remain under review and may change if areas are identified where groups of people are congregating and not adhering to measures set out by the Government. 

We ask that all members of the public follow the requirements for social distancing and use their local routes rather then travel to the countryside unnecessarily. Many footpaths and bridleways cross private land, working farms and in some cases are close to private homes. 

Please keep to the paths, keep your distance from landowners and continue to follow the restrictions and measures which are in place to protect you and others. ​

City Hall and County Hall are closed as venues for private hire and private functions.

New birth registrations ​


To register a birth you will need to book an appointment to visit the Cardiff Register Office.​

Weddings  

A maximum of 10 guests can now attend marriages and civil partnerships held in the small ceremony room at the Register Office, but Welsh Government and Public Health Wales guidelines and social distancing rules must be followed at all times.

Our priority is to keep our tenants safe at this very difficult time and this means some chan​ges to services have been necessary. The changes we have made are in line with Public Health and Welsh Government guidance.

Repairs

All repairs are now being completed and can be arranged by calling 02920 872087.

If you need to report repair, but are self-isolating or have tested positive for Covid-19, please let us know when you first contact us.

Rent Payments

​Most services have returned to normal, however tenants who are experiencing problems with rent payments should continue to get in touch with us.  Staff are available to offer advice and support and will continue to support tenants through this difficult time.​​
 

Tenancy and Anti-social behaviour issues

Most work has returned to normal. Home visits and visits to external areas are being carried out in line with Welsh Government guidelines. Staff are also available to assist on the phone and by email.  


Cleaning of Communal Areas of Flats

All cleaning services have returned to normal, though there may be times when work is completed more slowly due to the availability of resources.​
 


Tenant Participation

Some events have now resumed. Groups are able to meet as long as they stick to the Welsh Government guidelines with regards to how many people can meet and venue is risk assessed.

Moving Home


Viewings are taking place virtually. When property works are completed, a video will be sent to the applicant who has signed for the property to detail what work has been done. 

Tenancy agreements and other related documents will be issued and signed digitally.

After a tenancy agreement is signed, we will contact the tenant to discuss the terms and conditions of their tenancy, plus assist with any other requests – e.g. setting up utilities or sourcing support (if required). 

Access to keys will be provided at this point.

Exchanges are now being carried out however there is a delay in processing applications so please be patient. Read more information on exchanges. 

Homelessness

We will still be working on our empty properties and helping homeless people to move out of temporary accommodation and hostels. 

We are open between 9-5 Monday to Thursday and 9 – 4:30pm Friday.

Changes to Park and Ride due to COVID-19: 

Park and Ride East: Monday – Sunday. ​
Park and Ride West: Currently not in operation.
Park and Ride South: No longer in operation until further notice.​​​
